Manuel was brought into the world in Oakland, California, grew up close to Ward and Dohr Roads in South Berkeley, and was taught in the public schools. Subsequent to graduating in 1945 from Berkeley Secondary School he learned at the College of California, Berkeley. Then he went to Hastings School of Regulation and in 1953 accepted his LL.B. degree with Request of the Style praises. He likewise filled in as Supervisor in-Head of the Hastings Regulation Diary.

Keeping graduate school, Manuel labored for quite some time in the California Principal legal officer's office, ascending to boss associate principal legal officer in the San Francisco office.
